Context

In 2013, Kaplan Thompson Architects partnered with the Portland Housing Authority, Avesta Housing, and Wright-Ryan Construction to win the Lowering the Cost of Housing design competition sponsored by Deutsche Bank and Enterprise Community Partners.

Response

The Bayside Anchor is a deeply sustainable, socially and technically innovative project located in downtown Portland, Maine. It brings 45 new affordable homes to the city of Portland at a time when high rents and 1% vacancy rates are leading to a city-wide housing crisis.

The project is being built to the PHIUS+ low energy standard for only $140 per square foot, 20% less than typical construction costs for apartment buildings of this type in Portland. The project will also ensure long term affordability through minuscule heating bills for the life of the building with careful integration of a continuously operating fresh air heat recovery ventilation system to all rooms along with a careful leak-free building enclosure that will meet the most stringent global standard available (0.05 CFM50 or 0.37 ACH50!).

Perhaps most importantly, Bayside Anchor also takes on a vital social service role by integrating a Head Start classroom, Housing Authority offices and a Community Police station on the ground floor, becoming a true “Anchor" of the neighborhood.
